The president announced his plans to assemble the group during a press briefing Friday. And by Monday, Twitter had some fun.

As University of Michigan economics professor Justin Wolfers pointed out, the council does not include public health experts or economists.

Two officials on the council have a history of missing the mark when it comes to commenting on the COVID-19 pandemic. In January, when the coronavirus focus was on China, council member and Commerce Secretary Wilbur Ross told Fox Business that the pandemic would "accelerate the return of jobs to North America." In March, council member Larry Kudlow told CNBC that the pandemic was "contained" (he's since stepped back that statement).
Combine all that with a Fox News graphic and internet humor, and a decent meme was born. After Fox News aired a graphic showing each member of the council, Twitter users pasted their own choices over each portrait.
